About Glowar.
We work with senior leaders on the structural, operational and strategic decisions that determine whether change succeeds — particularly in environments where scrutiny, complexity and accountability are high.

● About
Why we built Glowar.
Glowar was built around a simple idea: organisations should leave consulting engagements stronger, more capable and more independent than when they entered them — not more reliant on external support to keep operating. That matters even more now. AI is reshaping operating models, governance, delivery, capability and decision-making at a pace most organisations are still trying to process. The challenge isn’t simply understanding the technology. It’s understanding what the technology changes organisationally — and making good decisions in response.
We’re not a delivery factory.
We don’t scale through large embedded teams, multi-year transformation programmes or delivery overhead designed to maximise dependency. We work with small senior teams focused on the decisions that matter most.
We’re not a technology vendor.
We don’t sell platforms, implementation partnerships or preferred tooling. Our advice is independent, practical and grounded in what works for your organisation — not what supports a partner model.
We’re senior & that's by design.
Our work is built around experience, judgement and clarity. We bring pattern recognition from complex transformation environments and help leaders make difficult calls with confidence and pace.
“We believe organisations should own their own thinking — not outsource it indefinitely.”
20+
years of consultation experience
Glowar brings together experience across digital transformation, operating model design, delivery assurance, engineering leadership, supplier management and AI enablement — particularly in environments where accountability, complexity and public scrutiny are high.
We’ve worked with organisations navigating major transformation programmes, delivery recovery, operating model redesign, platform modernisation and AI adoption — often at moments where the cost of getting decisions wrong is significant.

Graham Whitehouse
After years leading digital transformation across start-ups, global consultancies and complex public sector organisations, one pattern became impossible to ignore. Transformation rarely fails because organisations lack ambition. It stalls when strategy, delivery, technology and leadership become disconnected. Too often, organisations are sold large delivery teams, lengthy programmes and rigid methodologies, when what they really need is experienced, independent thinking to help them make the right decisions.
That’s why I founded Glowar. Glowar exists to help senior leaders cut through complexity, strengthen delivery, build lasting capability and adopt AI with confidence, leaving organisations stronger, more capable and less dependent on external support than when we arrived. Built on years of hands-on experience leading engineering teams, modernising delivery and supporting transformation in some of the UK’s most demanding environments, Glowar is founded on one simple belief: The best consultancy isn’t the one you rely on forever. It’s the one that gives you the confidence to lead without it.
● Where we work best
Most consultancy models are built around extension: larger teams, longer programmes and deeper operational dependency over time. Ours isn’t.
We work alongside senior leaders to help organisations make better structural, operational and strategic decisions — then leave them stronger and more capable to continue without us.
Our work often starts when organisations need:
- Independent senior challenge
- Clearer visibility into delivery or organisational risk
- Operating models that better support transformation
- Stronger internal capability and leadership alignment
- Practical ways to navigate AI adoption responsibly and effectively
